The concert hall complex consists of three elements. The old Church of St. Paul is reconstructed as the Arvo Pärt Concert Hall, the main concert space of the complex. The new extension is intended to expand the infrastructure of the main concert hall. It features a small concert hall, the Arvo Pärt Experimental Music Hall, a cafe, offices, rehearsal spaces, etc. The new building is removed as far as possible from the church, in order to open up a view of its western facade. The urban concept contains the church as its dominant feature, and as a prominent component of the space of Vabaduse Square. A single-level glass covered space connects the old church with the new extension; it becomes an integral part of Vabaduse Square, inviting visitors into the complex.
