The site is located at the border of Central Tallinn, on the slope of Lasnamae. The two-storey stylobate of the building is designed to continue and fuse into the surrounding terrain. The two cubes above seem like floating in the air. The terrace at the court premises is the main public space designed. An extract from the jury report: "Metaphysical form and minimalist aesthetics fit extremely accurately the urban context, being self-evident and logical continuation of the place. Obviously inspired by the metaphysical language of Aldo Rossi, the classic concrete facade techniques are used in order to preserve the architectural impact. The clarity of the project is highly professional. The only drawback of the proposed building is the nonconformity with the DP requirements and the maximum gross building area."
