The proposed new building forms a pedestrian link between Lukiškių Square and the right bank of the Neris river. Instead of the present pedestrian bridge, a new road bridge is proposed, and the present pedestrian bridge is to be constructed on the second-storey level above A. Goštauto Str. The pleasant public pedestrian precinct separates clearly the historic Dominican monastery and St James Church from the new building. The sculptural and fluid form of the building enriches the silhouette of the river bank and fits well into its surroundings. Competition, 1st prize.
